John Holland CPB Contractors Ghella Joint Venture (JCG) was awarded the $1.63 b contract to design and build the tunnels for the Sydney Metro West – Eastern Tunnelling Package (ETP).

The ETP works include construction of 3.5-kilometre tunnels under Sydney Harbour between The Bays and Sydney CBD, and the excavation of Pyrmont and Hunter Street stations.

Starting at The Bays, tunnel boring machines crossed under the harbour near the Anzac Bridge, before heading to the new Pyrmont Station and then under Darling Harbour before reaching Hunter Street Station in the heart of the CBD.

What 3D Safety delivered:

3D Safety provided a fully digital site management solution — covering worker onboarding, online orientations, and paperless inductions, with site access cards available to be issued to workers on approval. The platform managed worker authorisations for high-risk activities and plant operation, while enabling seamless plant onboarding and ongoing spot auditing.

The Results

The ETP project team gained end-to-end visibility across their contractor and sub-contractor supply chain including over 7000 workers and 3000 plant items, with onboarding times slashed for both people and plant.

Audit trails and incident investigations became faster and more reliable, backed by enhanced digital records and reporting. Plant utilisation was tracked in real time, and 3D Safety created an innovative electronic tagboard solution for tracking workers in tunnels.
